Fred Claus has lived his entire life under his brother's shadow, who is Santa Claus.  After getting in trouble with the law, Fred must move to the North Pole, and work as an elf to help pay off his debt to society.  But with Christmas fast approaching Fred could destroy Christmas with his pranks, unless Santa can control him and teach him the importance of Christmas.
